Anthropic gives governments a 40% Claude discount via GSA deal

Anthropic says it is expanding its partnership with the US General Services Administration (GSA) through a new agreement that gives government partners a 40% discount on Claude Enterprise, Claude for Government and the Claude API. According to Anthropic, it is the first time the discount applies across every product surface: it covers agencies buying directly from Anthropic today and purchases through cloud providers in the coming months. The discount also extends to state, local, tribal and territorial governments.

Anthropic is also launching a dedicated program to help agencies implement Claude and get more out of it. It describes these programs as commonly used by its private sector customers and says it will bring those practices to public sector partners in the coming weeks.

Anthropic puts the current footprint at approximately 500 US federal, state and local government organizations using Claude. Weekly Claude for Government active users are up about eightfold since February, and usage across federal civilian agencies has grown about 20-fold in a year. The company frames the deal as suited to organizations that run important systems on tight budgets and long procurement cycles, so they can use Claude without a large upfront commitment. Agencies are not bound by a minimum spend commitment and will pay for the usage they consume. The discounts are estimated to save the government $1 billion; no timescale or method is given for that estimate.

The announcement lists examples of agency use, covering backlogs, records and forms, and modernising old code. Utah gave Claude Code to 34 developers across 10 state agencies; 80% had a working environment within 30 minutes and 71% reported saving 20+ hours by the end of the four-week pilot. A US state CIO said the team responded to a ransomware attack in 8 minutes instead of the usual 2-3 days. A US federal security team used Claude Mythos to detect and patch, in about two days, a vulnerability that would have allowed takeover of a critical production system; a human penetration test the month before had missed it. A cybersecurity professional at a major agency found and patched bugs in critical financial systems. A US state IT developer moved nearly 900 API methods to a new framework in two days, on a project scoped for a month. A US state IT director used Claude Code to document 12 legacy code repositories, mapping 467 database tables and flagging 27 risks. More than half of US states, some of the largest localities and some of the country's largest critical infrastructure operators took part in Anthropic's SLTT cyber defense program.

On security requirements, Anthropic says Claude for Government, which brings Claude's coding and agentic capabilities with near-feature parity with commercial offerings at a FedRAMP High authorization level, became generally available on September 30. Agencies building their own tools can use Claude through Amazon Bedrock or Google Cloud's Vertex AI. On Bedrock, Claude is authorized for FedRAMP High, with select models authorized for DoD IL4 and IL5 workloads in AWS GovCloud. On Vertex AI, Claude is authorized for FedRAMP High. Claude Enterprise is in process for FedRAMP Moderate authorization through the FedRAMP 20x program.

Agencies can buy Claude at the OneGov discount through GSA's Multiple Award Schedule today, and Anthropic's Public Sector team will help agencies, whether or not they already use Claude, discuss their options.

Key facts

  • Approximately 500 US federal, state and local government organizations now use Claude; weekly Claude for Government active users are up about eightfold since February.
  • The discounts are estimated to save the government $1 billion; Utah's four-week Claude Code pilot with 34 developers saw 71% report saving 20+ hours.
  • Claude for Government (FedRAMP High level) became generally available on September 30; Claude Enterprise is in process for FedRAMP Moderate, not yet authorized.

Why it matters

The deal turns Claude into a discounted, pay-as-you-go option on the main federal buying vehicle, and for the first time, Anthropic says, the discount spans every product surface, including purchases through cloud providers once they open in the coming months. The reach is wider than federal agencies: state, local, tribal and territorial governments are included. Anthropic also reports growth in government use: about 500 government organizations using Claude, weekly Claude for Government active users up about eightfold since February, and about 20-fold growth in usage across federal civilian agencies in a year.

Who it affects

US federal agencies, and state, local, tribal and territorial governments, which can now get the 40% discount. Agencies that already use Claude and those that do not are both invited to talk to Anthropic's Public Sector team. Teams building their own tools on Amazon Bedrock or Google Cloud's Vertex AI are covered by the cloud-provider route, which Anthropic says arrives in the coming months. Government developers, security teams and records and forms staff are the users in the examples given.

How to use it

Agencies can buy Claude at the OneGov discount through GSA's Multiple Award Schedule today. The discount covers Claude Enterprise, Claude for Government and the Claude API. There is no minimum spend commitment, and agencies pay for the usage they consume. Those building their own tools can use Claude through Amazon Bedrock or Google Cloud's Vertex AI, though the discount on cloud-provider purchases comes in the coming months. A program to help agencies implement Claude is due to bring private sector practices to public sector partners in the coming weeks. Anthropic's Public Sector team handles enquiries.

How solid is it

This is a first-party announcement from Anthropic, so the figures are its own. The 40% discount, the roughly 500 organizations and the growth rates are stated outright, but the $1 billion savings is only an estimate, with no timescale or method given. The usage stories are anecdotes: apart from Utah's pilot, the state CIO, federal security team, cybersecurity professional, state IT developer and state IT director are all unnamed, and the states other than Utah are not identified. No named GSA or Anthropic official is quoted. The text does not explain what Claude Mythos is.

Risks and caveats

Claude Enterprise is not yet FedRAMP authorized; it is in process for FedRAMP Moderate through the FedRAMP 20x program. The discount is not described as a cut from a specific list price, and no dollar prices are given. No start or end date for the discount is stated, and cloud-provider availability is only promised for the coming months. The source does not say how many agencies the agreement covers or how many have already bought at the discount. The year for the February growth baseline and for the September 30 general availability is not stated. Utah's pilot figures are self-reported by participants over four weeks.
